Abstract
Local government in South Africa is responsible for providing essential services, such as water, sanitation, roads, and housing development, especially in rural areas where traditional leaders hold significant influence. However, how these conventional leaders specifically contribute to or affect the delivery of municipal services in modern South African municipalities, such as those in Limpopo, is not always well understood or effectively leveraged. This research project, therefore, aimed to explore the role that traditional leaders play in delivering municipal services in rural areas of the Blouberg Local Municipality in Limpopo Province, South Africa. To achieve this, a mixed-methods research approach was used, combining both quantitative and qualitative data. Surveys were administered to community members and municipal officials to collect numerical data. At the same time, in-depth interviews were conducted with traditional leaders, municipal staff, and other key stakeholders, along with the review of important local documents, to gather detailed insights. The study's findings show that traditional leaders are important links between the municipality and their communities, helping with communication, involving people, resolving problems, and identifying local service needs. Despite this, the research also found challenges, including unclear roles, a lack of formal mechanisms for working with the municipality, and insufficient resources, which sometimes limit what they can fully achieve. This study concludes that while traditional leaders are very important for better municipal service delivery in rural areas, there is a clear need for improved formal inclusion strategies, capacity-building, and more straightforward rules and policies to help them realise their full potential. This research provides valuable information for government leaders and municipal planners on how to better work with traditional leadership structures to improve services and develop rural areas in South Africa.
