dc.description.abstract There is enough evidence and common consensus in literature that although strategy implementation is a challenge to many organisations, it is strategy formulation that continues to receive more attention. It is also evident that municipalities In South Africa, let alone Limpopo Province, experience certain barriers to strategy implementation. Given this situation, this study highlights the most frequent barriers to strategy implementation in general and attempts to identify and describe barriers that impede strategy implementation in a municipal context. It further recommends, from a systems theory point of view, a strategy implementation framework that recognises the importance of multiple strategy implementation factors as well as participatory democracy in local government. en
