In-service training is offered to employees to improve their performance and bring about understanding of their appraisal system. All employees must be motivated, trained and encouraged to share the same norms, values and organization objectives. The Municipal Manager should be the engine in terms of ensuring that Performance Management is implemented throughout the municipality to ensure quick service delivery to the committees
